Ability to make "Private" tickbox unticked by default on Service Desk

On Service Desk the "Private" tickbox being ticked by default is currently an impediment because we want a lot of our user roles to be able to see and deal with Requests, not just Admins.

Right now we're having to tell our client who makes Requests to untick the Private tickbox every time as if they don't, a lot of our users who deal with these Requests won't have visibility of them.
